The declaration describes the motivation for the Society. It was ratified and signed by the 700 attendees at the Founding Convention of the Mars Society, held August 13-16, 1998 at the University of Colorado at Boulder, Colorado, United States.

On December 11, 1999 the Board of Directors of the Mars Society, voted unaminously to pass a new set of by-laws governing the operation of the Society.
